A Comparative Study on the Policy Changes of Senior Employment Programs: SCSEP in the U.S. and K-SEP in Korea

Abstract
The SCSEP(Senior Community Service Employment Program) in the U.S. and K-SEP (Korean Senior Employment Projects) in Korea are provided as similar policies that respond to aging and demographic changes and have mixed characteristics of employment and welfare as local community-based (part-time) work(support) for seniors, which enable them to participate in the society and supplement their income. Although the two policies share considerable similarities such as their policy purpose, content, and process system, the K-SEP has shown a continuous expansion regardless of changes in its internal and external factors, while the SCSEP has been unstable despite its high policy satisfaction and social performance, with its scale being stagnant since 2010s. This SCSEP has been a significant reference to the introduction of K-SEP and the improvement of the policy. Therefore, this research analyzed the process of policy changes focusing on the focus of policy(welfare vs labor) and the policy path(budget) by applying a combined model that supplements the Multiple Streams Model and the Advocacy Coalition Framework, to examine what factors of influence on changes in policy paths. After comparison and analysis, this paper identified that the differences in the focus and policy paths are, despite their similarities, considerably influenced by differences in the national context and social/economic/cultural circumstances and structure as their external factors, and the focuses and legal differences of policies and distinctions in the flow of politics linked to the policy entrepreneurs among the three flows as their internal factors. Based on this analysis, I presented implications such as strengthening community connections, securing stable sustainability of K-SEP through supporting substantial performance, and the need to overcome identity confusion through clear legal basis regulations.
